I wish to inform you that as per the U-DISE 2012.13 Data there are
many number of Schools where there is no enrolment and many number of
Schools without Teachers etc., statement enclosed.

Government in G.O.Ms. No.43 Fin. Dept., dt.20.02.2013 have issued
orders (copy enclosed) to comply with the mandate of Right to Education
(RTE) have sanctioned 10,917 Teacher posts in the Primary and Upper Primary
Schools and instructed to deploy the said Teachers in the Primary and Upper
Primary Schools, as per RTE norms. Further Government in G.O.Ms.No.55
Education (Ser.I11) Department, dt.23.04.2011 and vide Commissioner & Director of
School Education, Andhra Pradesh, Hyderabad proc.1570/C3-2/2010,
dt:10.05.2011 has given the following staff pattern (SGT and HM of PS) for I to V
Classes including upper primary schools also.

I request you to start exercise for positioning the required number of SGTs
as per the RTE norms and as per orders issued in G.O.Ms.No.55 Education
(Ser.lII) Department, dt,23.04.2011 and Commissioner a Director of School
Education, Andhra Pradesh, Hyderabad proc.1570/C3-2/10, clt:10.05.2011 (copy
enclosed) and taking rationalization after spot valuation of SSC exams in order
to position the required number of SGTs as per RTE norms, based on the
enrolment in the Schools where there are no Teachers so that there will not be
any School in the State functioning without Teachers. For this purpose the
following is suggested:

(1) The Teachers recruited through DSC-2012 may be reposted /redeployed to
the '0' Teachers Schools and needy Schools as per RTE norms.

(2) Schools without any enrolment can be merged to nearby Schools.

(3) The Schools with 1-10 enrolment should be identified and merged with the other Primary Schools within a walking distance of one KM of the neighborhood area.

(4) In case if no alternate Primary Schools are available within the neighborhood necessary action should be taken asper A.P. Right of Children to Free and Compulsory Education Rules, 2010 Rule 5 (4) made adequate arrangements, such as free transportation, residential facilities and other facilities, for providing elementary education in a School, in relaxation of the limits specified.

Further in respect of Schools with 1-10 enrolment, necessary proposals should be kept ready for merger the same with nearby schools as necessary amendment orders to G,O.Ms.No.55 Education (Ser.III) Department, dt.23.04.2011 are awaited,

Further I request you to take up the possession of the School Buildings where there is '0' enrolment and also the unused School Buildings for the use of Anganwadi centres.

I therefore once again request you to complete the above exercise before 31-04-2013 that all the Primary and Upper Primary Schools shall have a Teacher in the next academic year.

In continuation of this Office Proceedings in the reference 1st cited read above,
the Project Officers of RVM (SSA)/Agency/NGOs concerned has been informed that,
due to constrain of funds to incur expenditure only on certain important activities like
Honorarium to Vidya Volunteers, Out sourcing personnel, Salaries of staff working at
DPO etc vide reference 2nd cited. The instructions earlier issued on release of funds
towards the training programmes are modified as follows:
• The existing Cluster Resource Persons (CRPs) can be trained with the
module already available and inturn CRPs can train SMC members at
School level.
It is further informed, in view of the above circumstances the Project Officers of
RVM (SSA) are requested not to release the funds to any Agency/NGOs which were
proposed for SMC trainings in the reference 1st cited.
All the Project Officers RVM (SSA) in the State are requested to conduct the
Training Programme to Cluster Resource Persons at District/Divisional level from 25th
to 31st March, 2013 consisting 50 members in each batch as per the unit cost
(enclosed). The CRPs will be trained to SMC members at School/Village level as part
of their job chart.
The Chief Executive Officer, SERP, Hyderabad is requested to conduct the
Training Programme to Cluster Resource Persons at District/Divisional level from 25th
to 31st March, 2013 in (7) districts consisting 50 members in each batch as per the unit
cost (enclosed). The SERP has to provide RPs and other arrangements has to be
made by Project Officers concerned districts.
 Therefore, they are requested to take necessary action accordingly.
